We've used royal icing for the icing on these cookies. The royal icing needs to be divided into a thin consistency for the hat and face, and a thin and medium concistency for the hair. The hat belt is also a medium consistency icing.

Bake and cool the witch head cookies using your favorite cookies recipe. Our buttery sugar cookie recipe is great for cutouts.

Mix royal icing according to recipe directions. Divide and color the icing as desired.
Create a flood consistency for the face, hair, hat. Create a medium consistency for the buckle of the hat and the texture of the hair.
When the cookie is cool, use a black food color marker to draw the outline for a guide when piping.
Outline each section with your desired color of royal icing. Allow the outline to dry for 5-10 minutes.
When the outlines are set, flood the sections.
Use a scriber tool to smooth the icing.
When all the sections are all filled, allow to set completely.
Pipe the buckle of the hat using medium consistency royal icing.
Pipe the hair using medium consistency royal icing.
